A farmer named Shi Jianfeng, lives in Yuzhou, Henan province, installed a fake military license in his two large trucks, so he passed the highway with no charge for2361times, escaped the charge for3.682million from the forth of May in2008to the first of January in2009. The high tolling surprised all the society. Although the toll road made great contribution to the development of the road construction in the past years, its dangerous sequelae and alienation becomes more and more obvious, toll road becomes a way to earn profit for the local government, China people bear the highest roads charge and logistics cost. The interests disputes of each side raised by the way of the investment hinder the development of the road. Beijing suffered the biggest rain which was never seen before the past60years in the twenty-first of July in2012. The torrential rains caused some serious road water in the railway road bridge of Nan Gangwa, which is17.5km away from the export of Beijing direction of Beijing-Hongkong-Macao highway in Beijing, the highway was very congestion, but the highway still charged the drivers, it raised the unsatisfied of the people. The voice of toll free appears to be warming. Under this situation, the State Council released " the State Council’ notice on permitting the project that the minibus tolled free during the holiday ".The public of the policy of tolling free of minibus during the holiday made the people who longing for ease of access cheered. The policy has experienced for4times recently, vary from National Day to The Spring Festival, Tomb-sweeping Day and International Labor Day. It is struggling at first, but now it becomes more smoothly, the policy improves and becomes more perfect. The policy of tolling free of minibus during the holiday is a way to cater to the people, it is praised by the people, but among the praise, some people said that the highway shouldn’t charge essentially, some people objected the opinion that the state-owned enterprises prolong the time of tolling and the state income has reduce by20billion, and the private companies wanted to withdraw from the investment on highway for their profits were reduced by5%after the policy was putted into effect. Toll roads involve many interests, how to balance the interests and make the policy conducted smoothly is a big question. This paper introduces the status of implementation of the policy of tolling free of minibus during the holiday, and analyses the problems during the implementation by Smith model. This paper suggests some useful references of foreign countries, raising some good tips for improving the policy, it is meaningful for the implementation of the policy. This thesis is divided into five parts:The first part is introduction, it describes the background of the selection and the significance of this subject. Then introduces the domestic and foreign research status, the policy was made known to the public in2012, so not too many people have studied it. At last, it describes the research methods and innovation and the shortcomings of this thesis.The second part is the definition and the theoretical analysis, it definites the terms of highway, public policy, tolling free of minibus during the holiday and policy implementation, it also describes the content of policy implementation model of T.B. Smith and the relationship of the four elements.The third part is the status of implementation of the policy of tolling free of minibus during the holiday, and the problems during the implementation. At first, it describes the public of the policy, then it describes the status of the policy during its implementation from National Day to The Spring Festival, Tomb-sweeping Day and International Labor Day. After that, it raises the problems led by the implementation, and analyses them by Smith Model.The fourth part is the measure to improve the policy. It describe the experience of some foreign countries, such as America, Germany and Japan, and then puts forward some corresponding countermeasures according to the problems raised in the third part.The fifth part is the summarize and the suggestion. It also includes the hope of the study in the future.
