Electronic Government Long-term Preservation Of Electronic Documents Forming Stage Risk Research

Compared with the general electronic files, the files in the e-government environment has important preserve meaning, because it is the standpoint of government administrative decision-making and release policy information, check whether the governing behavior is proper, review the government documents whether reasonable and legitimate in the future. At present, the preservation of electronic files in e-government is a hot issue in this field, however, compared with the traditional paper files, the preservation of electronic files in e-government faces with many risks and challenges, and among them, in the forming stage of electronic documents, the risk of files is particularly prominent, and worth to research systematically. The dissertation in the forming stage of the government electronic files as the foothold, and introduce the risk management theory, analyze various risk factors、risk performance and risk consequence for long-term preservation in the formation process of the electronic file’s in e-government environment, and summarizes the key risks in the forming stage, and these key risks should arouse our attention in the actual work. Through identification of the electronic file’s risk in the forming stage, to demonstrate the risk whether threat the long-term preservation of the electronic documents, and construct a full range countermeasure system, the system covers the internal、external countermeasure fields, integrated network、application system、personnel、institution resolves and so on, make use of management and technology resolve methods. The graduation thesis’s purpose is to provide a new solution to achieve the long-term preservation of electronic files. From the overall thinking, the graduation thesis is mainly divided into five parts.The first part introduces the concept of electronic documents in e-government and its theoretical basis, through the introduction of these concepts, we could understand the sources and types of electronic documents in e-government, and have a basic understanding in electronic document’s formation process, the formation stage, long-term preservation and risk factors etc; described the theoretical basis of this thesis writing, it including electronic document life cycle theory, the continuum theory, risk management theory, the information system theory. Among them, the electronic document life cycle theory is this thesis’s writing standpoint, no this, no forming stage discussed in the thesis.The second part mainly introduces the formation environment of electronic documents in e-government, they mainly generated in the internal organ’s application system such as office automation system、the government portal website system etc, and combine with the formation environment, discuss the entire forming process of electronic files, indicates that the files is easy to modify、the forming of personnel diversification etc in the forming stage. This characteristics illustrate the prominence of the formation stage risk. And also introduces the relationship between electronic file formation stage and the long-term preservation. According to the life cycle theory, the electronic files can experience generation、transfer and storage stage, no generation of electronic file, no preservation it, and, only to generate the electronic files that meet the long-term preservation’s quality requirement, the files can successfully enter the preservation phase for long-term preservation.The third part is mainly to distinguish the electronic file risk in forming stage, the specific identification method is:determine the electronic file’s quality objectives of long-term preservation, such as electronic files must be truly、accurately、completely and so on; second, use the target deviation method as risk identification method of electronic documents in forming stage, that is to say which risk factors causing long-term preservation quality defects in forming stage, third, identify the specific risk that threaten long-term preservation in the forming stage.The forth part is about the electronic file’s risk solutions in the forming stage. It includes two fields、methods、key points and three kinds of strategies to deal with the specific risks from internal and external field, from this, the external field means the government agencies of the external environment, it includes the network platform risk solution that e-government system based on, and external user’s risk; internal field risk solution include document’s formation person、other person in the institution、rules and regulations、hardware facilities、application system. Through these risk solutions, to construct a all-round solution system that in e-government environment.
