The26th Summer World University Games was held in Shenzhen in August2011.It was a really big event that made us so excited. However, in April2011,Shenzhen police bureau held a press conference on ejecting about80,000’potentially unstable people’ in a bid to secure social stability in100days from the beginning of2011. When I heard the news, i felt so sad and can’t be calm down. We’re trying our best to build the socialist country under the rule of law, but the Shenzhen police bureau’s law enforcement violence is so disharmony. The government of Shenzhen classified people into different class and drove the ’second-class citizens’ out of the country, it depredated personal liberty and human dignity, infringed the freedom of movement of citizens, as well as the freedom of choice of employment, the right to receive equal pay for equal work, the right to choose the lifestyle and equal rights to education and equal right to social welfare.The ’banishment’ event reflected a lot of problems. First, it directly reflected the unequal treatment between urban citizens and non-urban citizens, and it was the evils of the existing household registration system. Second, the Shenzhen police depredated personal liberty and human dignity. Personal freedom is constitutional fundamental rights of citizens and it should be guaranteed. Freedom of movement is the basic human rights of the citizens, and it should also be respected and protected. Last, Shenzhen police practices had no legal basis, their actions are not legitimate.To analyze the problem is to solve the problem, in order to make such human rights violations no longer occurs and effectively protect the legitimate rights and interests of citizens, I have the following recommendations:first, The right to freedom of movement should be written into the constitution and it will provide the most fundamental legal safeguards for freedom of movement for citizens. Second, reforming the existing household registration system. As the society develops, the drawbacks of the existing household registration system were increasingly obvious. It is the main reason of inequality of citizenship. Second, regulating administrative organs administrative action is very important, the executive should be according to law, and improves the administrative accountability system; last, when Civil rights were violated, they should get adequate and timely remedies. China should establish and improve the civil rights relief system.
