"Common but differentiated responsibilities" principle from the1992United Nations Conference on Environment and Development first proposed has been for over20years, the international community to this principle has been controversial. After from the emphasis on "shared responsibility" to emphasize the development of "shared responsibility with differentiated responsibilities both" process, the gradual recognition of countries and affirmed the principle of international environmental law. This principle in previous climate change conference have been stressed, and with the development of climate change but has been further developed. In the twentieth century, the world of small differences of this principle, developed countries generally tend to support the development of China and differential treatment. In the "Kyoto Protocol" reached after the first of this principle by the United States, Australia and other countries of the challenge. President Bush’s2001emissions will affect economic development in emerging countries and announced its withdrawal from the grounds of not saving the "Kyoto Protocol." United States, this act of "common but differentiated responsibilities" principle have a great impact on the international community’s attitude to this principle, significant changes have taken place. Emissions in developed countries with their own hopes, while China, India and other countries have to develop emission reduction plans, small island states and least developed countries want developing countries to undertake emission reduction obligations of the major powers, in order to promote global warming solution. This new international situation brought to China a greater challenge.China is not in the "Kyoto Protocol" provides the list of countries to reduce emissions, in2008and2012do not bear the mandatory emission reduction obligations. But with the economic development and population growth, China’s greenhouse gas emissions far beyond the signing of the "Kyoto Protocol" is estimated. China now ranks second in the world emissions in2020will surpass the U.S. as the largest emitter of greenhouse others,2030may exceed the world average per capita emission levels. Coming soon in2012, the international community the status of greenhouse gas emissions is worrying the international community is working to develop a post-Kyoto era of greenhouse gas emissions. Climate Change Conference in recent years the focus has shifted to the United States and China over the United States is the world’s largest emitter of greenhouse gases, but do not undertake emission reduction obligations; China faces the most critical period of economic development, national mandatory emissions will development have unpredictable consequences."Common but differentiated responsibilities" is the previous center of the climate change negotiations a clue, the Chinese government in climate change negotiations and make the corresponding decisions of the basic guidelines and principles. As a responsible big country, China has been actively involved in climate change negotiations and meetings of international cooperation. Sharp increase in the face of the reality of emissions, the Chinese government has indicated its willingness to take emission reduction, improve resource utilization, voluntarily reduce greenhouse gas emissions. In economic development and solve the population problem, one for developing countries to attract more international climate equity, balance the pressure from developed countries. To this end, the Chinese Government fully prepared to actively respond to this new challenge.
