The ultimate goal of administrative reform should be to create such an administrative system, it is the role part, codes of conduct, scope of functions moderate, reasonable structure, functions, powers limited in scope but the power efficiency is very high, in perfect safeguard mechanism on the basis of liability necessary to maintain the concentration of power, capable, honest, efficient and dynamic. To achieve this goal, the government agencies must be performance-oriented institutions, management should pursue efficient management. Therefore, China through administrative reform, building performance-oriented government agencies to achieve the goal of China’s reform and development should be the overall strategy of the proper meaning. The performance of the building’s value orientation, the direction of the target selection is undoubtedly the pursuit of key importance.But because our modern country latecomer characteristics and the "catching-up" modernization task specific requirements, so far, China’s administrative reform target selection and its corresponding elements of reform, in theoretical circles as yet no complete definition of commonality. Organ performance is to assess the national government agencies and their civil servants to perform their duties efficiently and the quality of an important indicator of efficiency of administrative behavior, the effect of the comprehensive reflection of the level of government authorities is a comprehensive reflection. Enhanced office efficiency, capacity building for strengthening governance, standardize administrative practices, enhance service awareness, improve work efficiency, institutional style, and earnestly solve bureaucracy, formalism, dilatory, buck-passing, inefficiency and other issues, has actively promoted effect.
