Long-term competitive advantages of companies most depend on the human resource management and development. all the enterprise and their managers are most concerned about how to effectively motivate the enthusiasm of the staff, encourage to achieve the goal of the enterprise, and to improve the performance. Prison is the national organization for execution of punishment to educate and reform criminals through labour. Every prison has its own enterprise to provide and enforce labour conditions, the police are both the executer of punishment and manager of labour reform. Therefore, to establish the merit system of prison police needs to combine the characteristics of civil servant and enterprise manager so as to design a targeted merit system.based on the merit management theories, the aim of this study is to introduce the merit system of SY prison police, and explain the concept of merit system and its importance in human resource management, and to analyze the present conditions of human resource management in public administration, meanwhile, it also introduces the general situation of SY prison, analyzes the disadvantages of old merit system, provide new lights to establish merit system through work profile to redesign the merit system of SY prison police and to determine the content, standard and detailed indexes of performance appraisal system. Based on the different operating work and demand, it comprehensively apply to objectively check up the police in five aspects like morality, ability, diligence, achievement and honesty, etc to improve the efficiency and ability of prison administration in maximum degree.
