Going abroad (border) training is complex system engineering, civil servants training of new and important topic. Civil servants going abroad (border) training belongs to human resources training and development research. Since reform and opening overseas training of public sector practice, not only achieved significant results for the socio-economic development has brought a powerful driving force, but also accumulated a lot of useful experience. However, because of the late start, involving complex factors related to lack of knowledge and other reasons, our public training of human resources, there are many problems. This study used literature research method, case study method to our province on the problems existing in the training are analyzed, in order to go abroad for our province official business (exit) training evaluation perfect four process system in training needs, training design, implementation of training and training.This study of the status of training of civil servants in our province to discuss the current civil service abroad (border) training problems and their causes, in the analysis of training needs through strategic analysis, staff analysis and task analysis three levels improve; training design and implementation of training and explore purchasing country (territory) outside training services; training assessment, design province civil servants abroad (border) training effectiveness evaluation indicators; further improve the province of civil servants to go abroad (Habitat) training system, to improve my provincial civil servants going abroad (border) the quality of management training.
