Study On The Problems And Countermeasures In The Process Of Establishment Of Owners' Committee

As a voluntary organization,the owners committee is an important part of grassroots community governance and the main body of the owners to self-governance.However,in reality,it is an important issue that waiting to be solved by establishing the owners committee,which has attracted the attention of the owners,the government,the media and the scholars.This paper is based on the establishment of Shenzhen Mingjiafuju community's owners committee,trying to analyze the problems in depth.Based on the theory of governance and the theory of collective action as the analysis tools,this paper takes the establishment of the owners committee in Shenzhen Mingjiafuju community as the research case,combined with the questionnaire survey data of the owners,and the interviews with the main body of the owners committee,preliminary understanding the basic situation and related background of the establishment of owners committee in Mingjiafuju community.This paper based on the main body of participation degree,organizational operation execution ability,and encountered practical bottlenecks.Using quantitative and qualitative analysis methods,finding out three problems that the main body to participate in a lower degree,organizational operation and implementation capacity is weak,the construction process encountered practical bottlenecks.This paper starts from these three problems,analyzes the three influencing factors of the problems.On the basis of deepening the problems and the reasons,this paper further put forward the countermeasures and suggestions:establish the concept of autonomy,optimize the external mechanism and build the power platform.
