Research On Local Government's Strategy For Dealing With Public Crisis

Our country is currently in a period of social transformation.Various social problems and contradictions among the people have become increasingly prominent.Public crises such as mass incidents have occurred from time to time.Many problems need to be solved urgently.Local governments,as the main body of public crisis management,face severe challenges.In the handling of public crises,relevant government departments timely and accurately release relevant information of high concern to the masses,strengthen communication with the masses,and play an irreplaceable role in stabilizing public order that is temporarily out of order due to the crisis.As the protagonist of the crisis,how to deal with the local government in the first time after the crisis,the ability to dispose of it can largely determine the effectiveness of the entire disposal.If the measures are right,they can be quickly disposed and quickly subsided.On the contrary,it may lead to greater grievances and even a chain reaction,making the event even more out of control.Although most scholars have long recognized that the landlord government's crisis handling ability is crucial,and also carried out a series of related research,most of them are carried out from the macro level,and there are not many direct treatments for the crisis.To this end,the author intends to improve the government's ability to deal with public crises,taking the "531" incident in Yichun,Jiangxi Province in 2014 as an example for analysis,with its coping strategies and methods as the research object,combined with public management and emergency management.Relevant theories,through the analysis of all aspects of event handling,using empirical,comprehensive,literature and other analytical methods,objective analysis of how to deal with public emergencies,local governments how to transform "burst crisis" into positive events,create and enhance the government The image and the “development opportunity” for optimizing emergency management provide some reference for improving the ability of local governments to handle public crisis.Of course,there are still some shortcomings in this paper.For example,in dealing with the crisis,it is necessary to understand the methods and contingency plans of the relevant functional departments of the Yichun Municipal Party Committee and the Municipal Government.However,due to the author's subjective factors(such as ability and knowledge)And the limitations of objective conditions(such as environment and resources),many aspects of understanding are relatively one-sided,and not thorough enough.In addition,the literature collection on the study of public crisis disposal is not comprehensive,which has affected the research results to some extent.This article focuses on the strategy of local governments dealing with public crisis events,and systematically elaborates from six major parts.The first part is the introduction,which mainly explains the background of the topic and the importance of the research significance.The second part is an overview of the theoretical basis and strategy.It elaborates the concepts and theories of local governments and public crises needed for research.The third part is the empirical research.The selected research object is the performance of Yichun City,the hometown of the author,in the “531” public crisis incident in Yichun.The fourth part of the author analyzes the incident from the guidance of lyrics,summing up the successful experience and enlightenment.The fifth part is based on the previous analysis,summarizing the main strategies to improve the ability of public crisis management.The sixth part is the conclusion.
