At the same time as an important part of participation in the innovation of social management and public service, the main task of the trade unions to assist the party committees and governments masses of workers to work under the new situation. However, the primary trade union social management is not strong sense of participation, the rights and interests of workers to maintain the functions of the lack of trade union cadres clear idea of how to participate in social management.This article from the perspective of management, political science through literature research,case studies, law research, select E County labor unions modeled on insufficient by analyzing its development status, the role of the absence of trade unions functioning. Part II:The role of trade union organizations at the grass-roots social management position.
