Research The Partnerships Between Government And Social Organizations In Our Country’s Public Crisis Management

Recently, public crisis events have occurred extremely often and the phrase-publiccrisis-has been paid so much attention from scholars and medium. How to control thehappening frequency of public events and how to manage them effectively havebecome completely significant political requirements. Owing to the complication ofpublic events,whether a government could handle them efficiently has become animportant standard which would be used to measure the quality of certain country’spublic ministries. It has been a long time that our government is the main and onlysubject to deal with public events and she is also the design maker and controller ofthe whole process. Nevertheless, with the increasing complex of the reason andconsequence, government with her spectacular political status and bureaucracyhierarchy dose not have the ability to equal her ambition when dealing with thosedetails. It is necessary for us to find an organization to help government to refine hersystem of public event management and social organization is the best choice.Social organization, which is also called non-profit organization or grassrootsorganizations, is the third ministry different from governmental organizations andprofit enterprises. The mission of social organization is to realize the maximization ofpublic welfare and the whole running process of it has nothing to do with makingprofits. Compared with governmental organizations, social organization is morepowerful and professional,which can help it to play a practical role when deal withpublic events. How to develop a positive coordination between government and socialorganization is the main topic of this paper.There are four aspects in this paper to demonstrate the coordinative relationshipbetween government and social organization, from phenomenon to essence, fromtheory to practice, the demonstrating process has been gradually discussed. Firstly,basic notions and relating theories are introduced; secondly, the main problemsmaintaining in the coordinative relationship between them; thirdly, the advantages ofAmerican and Japan about dealing with corresponding problems are introduced inorder to give some advice to our country. Last but not least, which is the mostimportant part in this paper, the approaches about how to build a coordinative relationship when dealing with public crisis are demonstrated.
