Network Connection:the Rural Social Management Innovation In The Process Of The Urban And Rural Integration

Today with a rapid development of the market economy, the traditional rural has not been a limited unit. In the process of urban and rural integration, the new socialist countryside construction has a sustainable development. Not only the internal rural social networks are shocked, but also the grassroots administrative network between the rural and enterprises has been beginning to change. Under the background of integration of urban and rural development, those new social demands have a big impact on the old main body network, so, such as the issues of management division, demolition contradictions, conflictions between village and enterprise, successively appeared in the process of new village construction. How to hold the direction of the new rural economic development, ensure the overall stability of the new rural community is a pressing problem which the village managers are faced. The change of the traditional rural social relationship network need the adjustment of the social management methods.The grid management innovation is the basic of the management concept of network connection. By the means of rural grid management, the management concept of network connection can adjust and expand the social relation network of new rural in the background of the urban and rural integration. In the new historical development period, the new rural social relation network have three management requirements in the horizontal and vertical angles. Form the horizontal level, in one hand, the characteristics of acquaintances society inside the village became loose by the impact of the market economy, how to deal with those problems,such as management division, reunion villagers power, ease the contradictions among the villagers, realize the village mobilizaton and develop economy of the village. In the other hand, after the new rural integrating into the market economy, how to deal with those relations from enterprise, capital and market, is the demand of establishing the interest convergence between village and enterpries. Form the vertical level, though the reform and opening-up policy have promoted the development of the villager autonomy system, the trend of traditonal basic rights intervening the rural development has not been changed, what’s more, in the process of balance urban and rural integration development, without the involvement of the basic rights subjects, the planning management of new rural community can’t have a successful implementation. So, how to coordinate relations with basic rights and ensure the basic rights to fit the needs of the new rural development, are the key to successfully solve the problem of docking the network between rural autonomy and grassroots administrative power.Adjusting and reconstracting the internal rural social networks, the grassroots administrative network between the rural and grassroots government and the interests network between the rural and enterprise, is the main characteristics and tasks of the management concept of network connection, so this paper take zhanxing village which is in the same situation as a study case. Through studing the grid management innovation in this village, to find out how does the network connection can reconstruct and develop the three relation network of the new rural society and achieve the aim of the rural soical management innovation.
