During the essential condition of complete the system engineering, economicconstruction is the fundamental condition, political construction is the guarantee, andcultural construction is the soul in the whole system engineering. The Sixth plenum ofthe17th CPC Central Committee first proposed to deepen cultural structural reform,develop a strong socialist culture in China, and points out detailedly the overall goalof the cultural reform in China in2020. Developing a strong socialist culture in Chinanot only need to develop the urban culture but also should make the urban culture andrural culture interact each other and development commonly, this means namely tostrengthen the development process of the integration of urban and rural cultural. Tospeed up the integration of urban and rural cultural construction and truly built awell-off society which is benefit for population in an all-round way, the key anddifficulty part is the countryside. But compared to the grand goal build a well-offsociety in an all-round way and compared with cities, there is a large gap in terms ofthe level of rural development both in economy and culture.
