Research On Optimization Of Public Service Function Of Fangzheng County Government Under The Background Of New-type Urbanization

Urbanization is the process of rapid industrialization,the historical development of non-agricultural industries in urban agglomerations,the transfer and concentration of rural population to cities and towns,and the new-type urbanization is the biggest potential of domestic demand and the driving force of development in China.Compared with the traditional urbanization,new-type urbanization based on human-centered,from the past one-sided focus on urban scale,space expansion,population increase,etc.,to pay attention to improve and develop connotation of city,history and culture,public services,and other soft power,pay attention to intensive and efficient development,to save resources,protect the environment,history and culture,urban-rural integration,achievement of sharing,pay more attention to the interests of the rural areas and farmers,it is committed to gradually narrow the gap between urban and rural,p romote the equalization of public service.The report of the 19 th national congress of the communist party of China clearly points out that the major social contradiction in China has been transformed into the contradiction between the people's growing need for a better life and unbalanced inadequate development.Putting people first is the core of the new-type urbanization and an important measure to resolve major social conflicts.County governments,as the grassroots governments connecting urban and rura l areas in China,play an important role in promoting the urbanization process in county areas and the whole process of new-type urbanization.Therefore,the process of new-type urbanization puts forward new requirements for county governments to better provide public services,and provides county governments with opportunities to better perform public service functions and build satisfactory service-oriented governments.However,under the new situation of comprehensively advancing new-type urbanization,some county governments still have many unreasonable problems in the process of providing public services.Based on the new-type urbanization in our country as background,the research focused on the performance of the public service function of county gove rnment,mainly adopted the Literature analysis method,Analytic Hierarchy Process,Questionnaire Survey and Fuzzy Comprehensive Evaluation method,based on the on-the-spot investigation,clarified the relationship between new-type urbanization and county government public service function from various aspects of Fangzheng county in Heilongjiang province.This paper first described the relevant research review at home and abroad,new-type urbanization and county government public service related concepts and theories,provided a solid theoretical basis for the paper;Secondly,through the research on new-type urbanization strategy,this paper summarized the objective requirements of the new urbanization strategy on the public service functions of the county g overnment,that is,how the county government should perform the public service functions to meet the requirements of the new urbanization strategy on the public service of the county government.Thirdly,this paper used YAAHP software to analyze the current situation of the public service function of Fangzheng county government by combining Analytic Hierarchy Process,Questionnaire Survey and Fuzzy Comprehensive Evaluation method.Finally,analyzed the reasons of influencing the public service function of county government,and put forward from two aspects of theory and practice to perfect the countermeasures of the county government public service function,ensure Fangzheng county government have better performance of the public service function,make sure the quality of public service supply,to speed up the development of new-type urbanization in Fangzheng county,to provide reference for improving the public service ability of county government in China.
