The Study Of The Rural Pension Problem From The Perspective Of Chinese Marxist Social Security Thought

A sound social security system is used to deal with growing trend of aging population. It is a "safety valve", which can solve the problem of supporting old people, especially in rural areas. At present, under the circumstance that our country is vigorously promoting the construction of new socialist countryside and harmonious socialism, it is undoubtedly of great practical significance to study the problem of aging population in rural areas, which is under the guidance of Chinese Marxist social security thought.In the process of its formation and development, social security thought of Marxism’s localization in China not only upheld and developed the basic principle of Marx,Engels and Lenin’s social security thought, but also inherited and surpassed the Chinese traditional social security thought. Besides, it also absorbed the positive and reasonable factors in the western social security theory. Therefore, Marx’s theory of social security thought, Chinese traditional thought of social security as well as the rational parts of western social security theory, as three major theoretical sources, constitute the Chinese Marxist social security thought.The successive leaders of Chinese Communist Party attached great importance to the cause of social security. In the practice of establishing social security, they adhered to the principle that social security should adapt to the development of productive forces. The basic content is to meet people’s basic living needs, the fundamental value orientation is justice and the ultimate goal is to achieve of the all-round development of people. However, in the practice of rural area, it reflected the following characteristics:the co-existence of opportunities and challenges of social security, the complexity of its objects and the influence and restriction of the economic development on social security, etc.The rural pension problem is a major challenge in the process of constructing the new socialist countryside in our country. After many years’efforts, the construction of the new socialist countryside in our country has made some positive progress, it still exists many problems that can not be ignored. The problems are fully embodied in the three plights in supporting the aging population in rural area:economic woes, the dilemma of living care and mental troubles. To sum up, there are the reasons that lead to the plights:the limited coverage of social security, de-normalized management, imperfect legal system of social security, and the unclear responsibility the old people, etc.This paper tries to study the reality and reason of social security in our country’s rural areas and the plights to supporting the aging population. It conducted from the perspective of Chinese Marxist social security thought.. We think that we should solve the problem from the following aspects:First, we should establish a fair and justice concept of-rural social security, second, we can establish a sound social security system in rural areas; third, we need to develop the rural economy to promote the modernization of rural social security; fourth, we should draw on useful experiences of rural social security from foreign countries.
