Study On Community Care Services In China

With our population becoming increasingly aged as well as weakening of thetraditional family pension model and inadequacy of social pension institutions,community pension model that combines both the advantage of family model andinstitutional model has been playing an increasingly important role. Compared with theprevious two, it better suits China’s situation of getting aged before becoming wealthyand the requirements of the aged population. It’s the right approach to tackle theproblems confronting China now.This paper executes an in-depth analysis with Maslow’s theory, the theory of socialcare, welfare pluralism theory, the theory of social welfare and Third Way ’s socialwelfare theory in an attempt to demonstrate that community pension model, whichfeatures low cost, high efficiency, specification and diversification adapts to China’seconomic and social development. It does not only satisfy various actual demands butalso avoids the bureaucratic tendency of pension institutions. It’s the right choice toconstruct a harmonious socialist society.This paper takes Taiyuan Shuangdong No.3Community for example and carried outan in-depth discussion on the actual demands of community endowment services inChina by comparative analysis and on-site investigation into200elderly people who areover60years old from a number of perspectives including daily care, medical care,spiritual attendance, pension enhancement, etc. Meanwhile, the paper also combinesabove analysis with investigation results and reality in Taiyuan and arrives at theconclusion that lack of funds and human resources, inadequate equipment andmonotonous services are the main problems in China. In addition, unclearly assignedfunctional obligations, ill coordination of various resources and lack of necessary publiccampaign and legal support are fundamental to these issues.This paper introduces the advanced experience of the system of community careservices in Western developed countries and proposed an approach to enhance thecommunity care services in China by analyzing the elderly care services in UK,Germany, US, Japan and Hong Kong. The propositions are: firstly, establish andaccomplish related laws and regulations and issue related policies as soon as possible;secondly, integrate community resources and provide diversified community care services; thirdly, enlarge funds channels; and finally, attach more attention to building avolunteer team. The author intends to provide thorough experiences which thecommunity care institutions can learn from.The development of community care services needs support from parties includingthe government, community institutions and individual families. It’s also required tostart from the real needs of the elderly and provide various services such as daily care,health care and emotional comfort. This paper tries to discuss the community careservice models, improve the content of these services, explore the approach to existingproblems and exert positive impacts of community care system in establishment of ahealthy social security system in China. Limited by the author’s knowledge, the paperhas a lot more to do to perfect the study as well as utilization of theories and approaches,which requires accumulation of experiences through practical implementation.
