In the background of China’s aging population, aging and miniaturization of family structure, long-term care for the disabled elderly problem has become a major issue to be faced and solved. This paper analyzes the theory of social capital perspective. The main purpose of this paper is to discuss the issue of disabled elderly in long-term care in urban communities encountered in the process, and learn from Taiwan’s experience in long-term care for the disabled elderly, and to improve the long-term care for the disabled elderly mainland service system put forward their own thinking. This paper uses quantitative research and qualitative research methods, refer to social capital theory to analyze long-term care of frail elderly. This article from the micro-level social capital theory, this constitutes a major factor in the theory of social capital-social support, trust, organizations, norms for the dimension, taking into consideration the social capital of Xi’an R community disabled elderly have produced their own long-term care impact. Through research, I found that informal care from family resources are shrinking as the main care of spouses and children in long-term care services for frail elders and the supply side more and more powerless; formal care services from the community can not meet the long-term care of disabled elderly demand for the old service personnel shortage, lack of formal training, and a lot of really need long-term care services "marginal man" outside of the exclusion in the community welfare. Then, the author analyzes the experience of Taiwan in the accumulation of community care services for the community to break the bottleneck R disabled elderly long-term care in terms of thinking were the following:Firstly, the community should actively establish a social support system partnerships, mobilize communities and strength of the family care, loss of desire to be able to achieve the elderly at home enjoying their later years; Secondly, we should actively cultivate disabled elderly individual capital and strengthen social networks; Thirdly, we want to establish the level of effective organizational level and market norms.
