Study On The Long-term Care Services For Disabled Elderly In China

The deepening of population aging and the prolongation of life expectancy of the elderly lead to the decline of the human function of the elderly,and at the same time increase the risk of diseases in the elderly,which makes the demand for long-term care services of the elderly group show a rising trend.At the same time,compared with the elderly population as a whole,the proportion of disabled elderly groups in the total number of elderly population is increasing.As the age of disabled elderly group increases,the probability of disease increases.Compared with the elderly population who can take care of themselves,the quality of life of disabled elderly is lower.Therefore,in social life,the community should give more care to disabled elderly.Therefore,long-term care service for disabled elderly has become the focus of attention of scholars and the public in the industry.With the development of economy,the trend of miniaturization of modern family size is obvious.For the disabled elderly,the way of depending on family members for care can not fully meet the needs of the elderly for long-term care.Increasingly large groups of disabled elderly put forward urgent requirements for the construction of long-term care service system for disabled elderly in China.In the past,traditional family care can not meet the needs of long-term care services for disabled elderly.Community home care services and institutional care services have become new choices of long-term care services for disabled elderly.Long-term care for the elderly from a single family care to the market and society has become the trend,so building a diversified long-term care service system has become an inevitable trend.This paper is divided into six parts.First,the introduction explains the background and significance of this study,and summarizes the existing literature on long-term care services at home and abroad.Secondly,the first chapter defines the core concepts of this paper and introduces three models of long-term care services.Thirdly,the second chapter summarizes the long-term care clothing for disabled elderly in China from the macro level.The course of business development,including the policy support at the national level and the general situation of long-term care insurance in the pilot areas;Chapter 3 and 4,using the data of CLHLS(2014),analyze the disability status of disabled elderly based on different personal characteristics,family characteristics and social factors,and provide long-term care services to this group.Descriptive analysis was made on the current situation and use of demand satisfaction.At the same time,regression model was used to analyze the factors affecting the use of long-term care services and the satisfaction of long-term care services for the disabled elderly.The purpose was to improve the long-term care service system,provide a reasonable basis for relevant policy formulation,and make the disabled elderly group get better care.To achieve healthy aging.Finally,the fifth chapter of this paper draws the conclusion of this paper and puts forward policy recommendations.To sum up,the main conclusions of this paper include: firstly,the policy of long-term care service for disabled elderly and relevant laws and regulations are not perfect;secondly,long-term care needs assessment tools have not yet established a scientific and unified scale system;thirdly,in terms of the factors affecting the use of long-term care services for disabled elderly,the disabled elderly with low age,residence in cities and towns,high education level and no spouse tend to be more inclined.In the use of community home care and institutional care services;the better the economic situation of disabled elderly,disabled elderly prefer to use institutional care services will be stronger.Disabled elderly who have fewer children and do not satisfaction degree of long-term care service needs of disabled elderly is affected by the willingness of the main caregivers,family income status and economic sources.The better the family income is,the wider the economic sources of disabled elderly,the better the long-term care service needs of disabled elderly can be satisfied.Based on the above conclusions,the author puts forward the following suggestions.Firstly,we should build a multi-subject and multi-level long-term care service system for the disabled elderly,attach importance to the basic role of family care services,vigorously develop community care and define the orientation of institutional care services;secondly,we should strengthen the top-level design of long-term care service system and improve relevant laws and regulations;thirdly,we should build a sound long-term care insurance system;finally,we should actively explore the department.Learn to improve long-term care needs assessment tools and promote a unified and strict needs assessment system.
