As public security reform is continuously pushed forward to a deeper level and the formalization of public security organs is improved,a scientific performance evaluation of police protection departments of county-level public security organs is of great significance for grassroots public security organs to improve the effectiveness of police protection,alleviate the shortage of police manpower and help transform police protection into public security combat power generation.Based on a review of researches on police protection,performance evaluation of public security organizations and theoretical models of organizational performance evaluation,this study takes the New Public Service Theory,the Balanced Score Card and performance management theory as the theoretical basis of the study,and the fuzzy comprehensive evaluation model of AHP-entropy method as the model method of performance evaluation.On the basis of the New Public Service Theory,the value orientation of the performance evaluation of the police protection department is explored;on the basis of the Balanced Score Card,the index system of the performance evaluation of the police protection department is constructed;on the basis of the mathematical model of FCE based on the AHP-entropy method,the performance evaluation of the police protection department is empirically analysed;on the basis of the performance management theory,the performance optimization of the police protection department is explored.A set of scientific and complete performance evaluation indicators and methods for the police protection departments of county-level public security organs is finally realized,and based on that,countermeasure suggestions for performance optimization are proposed.Specifically,this study is divided into six chapters.Chapter One is the introduction,which mainly introduces the basis for the selection of the topic and the research design.Chapter Two is literature review and theoretical foundation.This chapter defines the core concepts,reviews the current status and development of research on the three topics of police protection,performance evaluation of public security organizations and theoretical models of organizational performance evaluation,and sets out the three main theoretical foundations of this study.Chapter Three is constructs performance evaluation index system for police protection departments of county-level public security organs,which makes extended improvements on the basis of analyzing suitability of the Balanced Score Card,and initially forms the performance evaluation index system.Chapter Four presents the empirical analysis of the performance evaluation index system of the police protection departments of countylevel public security organs.This chapter optimises the indicators,and then calculates and analyses the performance scores of the police protection department of the Public Security Bureau of City C,Province H.Two major problems are identified,namely the ineffective transformation of the department’s internal construction into public security combat power and the lack of precision in police protection,and targeted improvement measures are proposed.Chapter Five presents the countermeasures and suggestions for optimising the performance of the police protection departments of county-level public security organs,where based on the four dimensions of the Balanced Score Card,corresponding countermeasures are proposed in four aspects: service,finance,business,learning and development,to establish a professional service system that is proactive and precise and ensures quality;in finance,a fine internal control system with standardized and closed-loop processes;a scientific security business system that is close to the front line and serves the actual battle;a loyal and professional learning and development team system.Chapter Six is the conclusion and outlook,summarizing the whole text,giving the final conclusion,sorting out the limitations of the study and putting forward the outlook for future research.
