With the rise of worldwide social reforms, urban communities are becoming the basic unit of an urban society to undertake some of the functions gradually transferred from within the government and the market, ultimately acting as the major force to coordinate and handle social contradictions. Within an urban community, the community social organizations, showing regional characteristics of both mass involvement and universality, are gradually growing into the hub of community participation, the bridge linking with both the government and the market to fill the functional vacancies of the both, and into the major participant in the community building. Nevertheless, constrained by Chinese traditional culture and historical practices, Chinese community social organizations are facing many challenges such as adverse development environment, vague functional orientation, small and sub-standard operations, feeble development trend, slight civilian dominance, weak financing capability, and low management efficiency.In recent years, along with the deepening of urban transformation, in Chongchuan District of Nantong City, such social organizations have been on a new development stage, which provide real cases for this thesis. Therefore, seeing from the involved community social organizations’status, types and development stages, this thesis gives detailed research into a service agency located in a community there as well as analysis to the social organizations’ role in their community governance and, on that basis, explains their functional problems and their causes. Moreover, by referring to relevant theories and practices at home and abroad, this paper offers some suggestions or solutions to the restraining problems thereof with the view of helpful reference for the achievement of coordinate development between the urban communities and their social organizations.
