Community Social Organizations Participate In Community Governance Research

As the undertaker of the transformation of government functions and the promoter of public participation,community social organizations have gradually stepped into the stage of community governance,and become the most inclusive and active leading role in the process of community governance.As an effective provider of community well-being and a developer of community social capital,community social organizations play an important role in the construction of an interactive network of multi-agent consultation and co governance and the formation of a joint governance mechanism.Therefore,it is of great significance to study the practical process of community social organizations participating in community governance,and to explore the significance of the actions of community social organizations in the governance process,so as to optimize the community governance structure.Based on governance theory,social capital theory and participatory democracy theory,this paper uses case study method and participatory observation method to observe and study the “H” community in Qingdao at micro level.Based on the case “H” the dynamic process and content of community social organization participation in governance,this paper analyzes the experience and problem reflection in the process of governance,and on this basis draws lessons from the advanced experience of community social organization development and community governance in foreign countries and other cities in China,and puts forward the optimized countermeasures for the growth and support of community social organization in China.First of all,the action subject of community governance should further strengthen the governance concept of “cooperation between government and society”and put the spirit of cooperation between consultation and mutual assistance into the practice of governance;secondly,community social organizations should strengthen their own construction from three aspects: perfecting internal management system,enhancing service ability and broadening resource network,so as to help community governance more quickly and efficiently;thirdly,community social organizations can help community governance from three aspects: perfecting internal management system,enhancing service ability and broadening resource network Based on multi-aspect and multi-level actions,we should actively and extensively explore the internal dynamic mechanism of residents' participation,such as: establishing individualized,diversified incentive system,enriching the content of activities,cultivating community public space with the help of community media platform,condensing community public emotion and morality,etc.Finally,the paper puts forward the overall innovation direction of community governance,that is,from efficiency and benefit tocommunity emotion and culture and other value dimensions,to open up a new path of community emotional governance.As a new concept of community governance concept and method,community emotional governance is not based on the opposite of the traditional governance structure of rationalism,but on the basis of paying attention to the needs of people's inner deep emotional care,to re-examine the connotation of community governance,to eliminate the disadvantages of community governance over-rationalization and materialism,to provide a new direction of action for community social organizations to integrate community development with a more suitable perspective,and to contribute community governance.
