In the meantime, we can solve the special empty-nesters care problems by combining various statistics. The project is from perspectives of both government and society. It is good for the thought of "people oriented and harmoniously development", which advocats by our government. The special empty-nesters can be looked after well and do something by themselves. The socity can also provide opportunities for them to enjoy their lives. They will share our material and spiritual wealth.This paper adopts the research method of literature, questionnaire and mathematical statistics. The questionnaire on the basis of the survey expectations, drawn to the effective implementation of this scheme has higher execution, and can solve the problem of concrete, make the classification processing, analysis, these are feasible. The innovation of this paper, the study on the security problems of the special empty-nesters, previous studies is only for ordinary empty-nesters research of old-age security, but not for special groups for different levels of research, this paper is aimed at the prison administration bureau of Hebei province Jidong branch serving prison did not return to their places of origin, and live alone in Tangshan City Xiyuan community Empty Nester, these are the epitome of social problems. Therefore, there is some innovation.The solutions are based on sociology principles and public policy. Judicial authorities need to be reformed,the children of special empty-nesters should realize their problems, the goverment would adjust its roles to provide ecnomy guarantee and improve security systems. communities will provide mental and spiritual help, to speed up the pace of the social security legislation,play to social charity, the important role of professional social work organization, and so on.Not only their families should give care and love, but the society need to give more help and understanding to satisfy their living and spiritual demands. We will build a better home and nurture more hobbies for them to make them live happily in our big society.
