Study On Confronting Problems In The Development Of Government Affairs Microblog And Corresponding Countermeasures

Government affairs microblog (GAM), as new media with increasing influence in Internet Era, is an important public platform for information disclosure of government affairs, affairs inquiry through network, convergence of societal wisdom and service for the society. The18th National Congress of the CPC has indicated to strengthen and innovate society management. Under the newest situation combining Party committee leading, government charging, society coordinating and public participating, GAM is playing an evergrowing important role. The progress of GAM is helpful in sending information to the public and improving administration efficiency, is helpful in the public political participation and improving democracy supervision, is helpful in confronting emergency and guiding public opinions. In the past over30years, reform and open policy in China has achieved great success. At the same time new circumstances and problems are emerging continuously. Sounds from the party, the government and mainstream media, if not fully propagated, are somtimes challenged or denied by netizens in microblogs or forums on the web. In some cases such as negative reports, emergencies and hot issues, the credibility of the government and images of party members and cadres may be impaired. So for the government the better usage and management of GAM is a good way to keep social vitality and stability. GAM is developing rapidly only from2011, so the existing studies are still in preliminary stage, most of which are from viewpoints of communication or politics, and achievements are limited. This paper will change to public management angle to study GAM, especially on a case of Yinchuan GAM, to analyse existing problems and find some possible ways for sounder development of GAM.There are6chapters in the paper. In the first chapter there are4parts, respectively introduces background and significance of the study, the status of the study worldwide, method of the study, content and innovation of the study. The second chapter introduces the concept, characteristics, type and application of GAM to prove its importance. Through summarizing relative concepts, a deeper understanding is achieved for further study. In the third chapter, from viewpoints such as amount, structure and evaluation, the existing condition of GAM is described and main problems are generalized such as no uniform naming standard, lack of supervision, contents awaiting for norm and less patience in inter-communication. At last existing developing mode and possible tendency are concluded. The fourth chapter is a case study on Yinchuan GAM, its status, effect, significance, shortcomings and cause analysis, which provides evidence for following countermeasures. The fifth chapter produces6countermeasures based on previous description, such as to establish evaluation system on GAM, to standardize operation system of GAM, to strengthen content management of GAM, to accelerate team building of GAM, to improve the ability of guiding web opinions and to perfect reaction system on emergency. In the last chapter, some conclusions are drawn, still there are further discusses on the theme and prospects for the future.
