Of course, local government will effectively help to promote the development of local economy and society, provided it is rational and sensible enough. That's to say that local government will not only restrict its interference in the development of local economy and society, but also help to construct such a "government-oriented and farmer-autonomy" conditions as rural governance by actively encouraging masses to join in the rural reforms.
