China’s implementation of the national civil service system has more than10years of history, because of the traditional cadre employment system, such as thepresence of appoint people by favouritism, the black box operation, be promotedaccording to status, unjust, unfair phenomena in practice, has a negative effect on theconstruction of civil servants. The introduction of competition mechanism in the civilservice management system, which can implement the people’s right to know, right toparticipate, to choose and to supervise, get rid of the drawbacks of the traditionalcadre personnel system, widen the employment channel, make the talent showingitself, and can form a good value orientation and the optimal feed, stem and theoptimal inlet in the whole society, realize the capable, Yongzhe, promote civil servantsThe new supersedes the old. The civil service competitive mechanism is the internalrequirement for improving the civil service system, is the objective needs tostrengthen the party’s ruling ability construction, is the inevitable requirement of thedevelopment of the socialist market economy China characteristics.Based on the theory of civil servant system, the civil servant recruitmentcompetition mechanism are studied, the main content of this study includes five parts:in the first part, introduced the research background, research status, research contentsand methods, research significance and innovative points. The second part is thetheoretical foundation part, overview of the civil service system, defines the precisedefinition of civil servants and the civil service system; and then analyzes the civilservant recruitment system; finally, the civil servant recruitment competitionmechanism analysis, introduce competition mechanism, main contents and civilservice recruitment competition mechanism. The third part elaborates the status quoof China’s civil service recruitment competition mechanism, first of all, from thestructure and operation mechanism in the status quo of China’s civil servicerecruitment competition mechanism are analyzed; secondly, summarizes theconstruction of civil servants has competition mechanism in China results; again andsummarized the existing civil servant recruitment competition mechanism; left aftermining the reason why China’s civil service recruitment competition problems. In thefourth part, the western countries civil servants admission mechanism as the researchobject, summarizes the characteristics of the western national civil servant recruitmentcompetition mechanism, and draw on our civil service recruitment competition mechanism to improve the useful experience. The fifth part proposes some concretecountermeasures of civil servant recruitment competition mechanism perfect, from theaspects of law, mechanism of competition, appraisal system, competition andinnovation competition form five, gives the relevant countermeasures.
