Exploring And Thinking About Local Government Building Network Public Opinion Guidance Mode

With the continuous development of information network.Network public opinion gradually shows its importance and social influence. It changes the traditional pattern of strong government, weak society and becomes an important field in strengthening and innovating social management. We should strengthen the government’s guidance and management of network public opinion. Studying government’s role in guiding the network public opinion is one of the inevitable trends now. It has become an important subject which closely related to the whole social harmony and stability. It is also an important way to promote the development of network public opinion in a direction conducive to social development. This thesis indicates the necessity and urgency of the local governments to guide the network public opinion through analyzing the problem in their guidance of network public opinion in our country. By analyzing some of exploration and attempt in the process of building a network public opinion guidance mode in Shaoxing, it helps the reader to think about the referential significance of the current local government’s guidance of the network public opinion.The whole thesis is divided into six chapters.The first chapter is the introduction what shows the background and significance of the choice of topic. On the basis of the above, it illustrates the research objective, research content, research method and technical route etc.The second and third chapter explains the necessity for the local governments to carry out the network public opinion guidance. These chapters first clarifies the concept and characteristic of the network public opinion, analyzes the characteristic of the main part in the network public opinion and defines the guidance of network public opinion. And then it analyzes the problems of our current local government’s role in carrying out network public opinion guidance through three aspects:less importance is attached to concept, practice is not scientific and system is not sound etc. while analyzing the problem, it also presents the feasibility of local government’s carrying out the network public opinion guidance from the aspects of the requirements of government functions, the advantage for guiding the network public opinion and need of social management etc.The fourth chapter mainly introduces the exploration and practice of building network public opinion guidance mode in Shaoxing. It first introduces the general situation of internet development in Shaoxing, the number and composition of internet users and the situation of network application in Shaoxing. Then mainly introduces the practice of building network public opinion guidance mode in Shaoxing since2009from five aspects. It analyzes the useful exploration and positive results of the network public opinion guidance carried out by the local government.The fifth chapter explores and analyzes the network public opinion guidance mode built by the local government in the new era. It mentions three different functions of publicity department, government department and netizen. It finally summarizes some countermeasures for local government to construct the network public opinion guidance mode.The sixth chapter is conclusion.
