The government plays a key role in maintaining sustained economic growth andsocial stability. In the knowledge economy era, the civil service as the governmentand public sector organization and executives, give the civil servants in the newchallenges. In civil servants management issues, we need to set up objective,scientific and effective performance appraisal system. The establishment of the civilservant’s performance appraisal system is not only beneficial to improve theadministrative efficiency and service level, and help strengthen the civil servant’spersonal growth. Set up efficient civil servants team and make it serve the peopleheart and soul.Today, under the perspective of knowledge management of civil servantperformance appraisal is a new research field, in this article, through constantlyabsorb and use for reference the experience of western countries, and combining ourcountry’s basic national conditions, on the basis of the research has carried on the boldattempt and exploration, at the end of the paper is under the knowledge managementof civil servant performance evaluation assessment of this subject has carried on thediscussion.This paper first introduces the article selected topic background, the selectedtopic significance, the research methods and innovations; Theory of knowledgemanagement and civil servant’s performance appraisal are summarized; Civil serviceexamination system in China are pointed out questions, such as appraisal subject andbe assessed between asymmetric information and evaluation procedures formalized,evaluation standard is too general, appraisal results, lack of incentives, etc; Hasanalyzed our country civil servant appraisal system existence question reason, such aspersonal influence factors, evaluation system, the influence of the political system andcultural environment, etc; By using the experience of western countries governmentperformance evaluation, in the background of knowledge management, improve thecivil servant’s performance appraisal system in our country.
