Communist Party of China3rdPlenary Session of the18thCentral Committeehad passed“Decision on important problems of comprehensive social reform of theCommunist Party by the Central of China”,which clearly pointed out the need to makefarmers to participate the process of modernization equally, and let all farmersto share the results of modernization equally.On the whole, the"low quality offarmers" is still a huge challenge in the process of building new countryside inChina.Therefore, training new farmer and let farmer to share the achievement ofmodernization is a pressing matter of the modernization of our country.This study uses the overall development of Marxist theory, human capitaltheory and our core leadership’s ideology of cultivation of farmers as the guiding.Itdefines the concept of farmers, farmers, new farmers, and other related concepts ofthe status of cultivating new farmers, and ffirmed the current achievements, or foundproblems.By analyzing the causes of the problem and from the new farmer qualityforeign culture practice to find the most representative countries for analysis, toexplore a suitable for cultivating new farmers in China’s approach to the qualityproblem, to provide reasonable suggestions for new Chinese farmers qualitycultivation.This paper is divided into five chapters. The first chapter of new farmersin new rural construction of socialism in China, the lack of high-quality as thestarting point of the thesis explains the background, purpose, significance,research of this paper, the theory of the research current situation about thetraining of new farmers quality at home and abroad, the research contents andmethods of this paper are summarized. The second chapter first defines the relatedconcepts of training new farmer quality, then expounds the overall developmentof Marxist theory, human capital theory and the our core leadership offarmer’s culture as guidance. The third chapter carries on the analysis to thequality of the peasants of our country at the present stage in the situation,affirmed the achievements of China’s new culture quality of farmers, also pointedout the existing problems and the causes for the problems. In the fourth chapter,the new farmers training in foreign countries as examples for the trainingof Chinese peasants quality reference,based on the analysis of the characteristicsand experience of them in training mode, training, the training of new farmers inChina Quality implications. The fifth chapter analysis based on the above parts,the concrete practice of China’s socialist new rural development foundation, putforward to cultivate the new farmers in China quality measures and suggestions.
