The Plight Of China’s Fire Control System And Countermeasures Research

With the rapid development of economy in China, the fire safety issue is gettingmore and more attentions. Since the establishment of The People’s Republic ofChina,the fire controlling system has developed in a huge rate,nevertheless various hugefire disaster happened from time to time with inestimable damage.These accidentmanifested the severe challenges and considerable task of the fire controlling systemof China,and exposed the deficiencies of current system of fire controlling which ismuch lower than the requirement of modern social economic development. Therefore,itis necessary to reform the current fire protection system and improve the related rule oflaws,to strengthen the urban fire controlling construction and to develop the potentialand utilities of emergency rescuing forces.For the above purposes,the successfulexperiences from the developed countries can be learned and copied combining thesituations domestically.The second and third chapters reviewed the process of development of firecontrolling system with the two phase of pre-reform and opening-up policy andpost-reform and opening-up policy of China(1978).The three sections namely theestablishment the frustrations and the recovery of of China’s fire controlling systemwere elaborated within these chapters. Here the author introduces the four timesamendments of the Fire Controlling regulations with the background and significancesof them.The fourth chapter stressed and pointed out the current four main difficulties hindering China’s fire controlling system development as below: the incompatibility ofmilitary administration and local governmental administration, the backwardness of theamendment which is far from the requirement of the social development, the gapbetween the budget and fire controlling construction needs, the contradictions betweenthe building of fire controlling stations and the city layout planning.The fifth chapter had a rough study of the experience worth learning and copyingfrom the United States,Japan,France,and the United Kingdom,in terms of their systemof fire controlling system,the related regulations,the training for the fire safety,and thecounter-emergency system.The sixth chapter tentatively suggested the countermeasure for the improvement ofChina’s fire controlling system,in aspect as establishing the professionalsystem,reforming the supervising and administrating mode,improving the relatedregulations,reforming the training system of fire safety,s t r e n g t h e n i n g t h e u r b a n f a c i l i t i e s o f f i r econtrolling,amending andpromoting the propaganda and education ideas,strengthening the socialcounter-emergency construction.The author had a general conclusion in the end of the thesis.As the author works in the logistic administration of fire controlling for years, maybe insufficient and inadequate for the knowledge about the theories of fire controllings y s t e m, l i m i t e d i n t h e c a p a b i l i t i e s o f collecting,classifying,statistic managing,and concluding. The contents of the thesis are more on the level ofdefining analysis rather than Theoretical research. Therefore, the conclusion might benot able to cover every aspects, that is the inadequacy of this thesis,and definitely willbe the reason and direction of further research in the future.
