Research On Composite Governance Mechanism Between Urban Gridding Management And Residential Autonomy

In this paper, to realize innovating social governance from the modernization of national management system and management ability, updating local experience, and to study, to summarize or to create practical characteristic of innovation of society management based on the integrality, systematicness and harmony. Through empirically investigating innovation of gridding management in Yichang, to rethink innovative logic of modern gridding management and social governance theory from recent residential autonomy by analyzing sample set of four communities from three square of two districts.With the progress of economy and democracy, it is tendency of urban communal governance to develop state and society simultaneously, which mean synergy and recombination between society and state as well as social autonomy. As grassroots organizations, community is important supporter to accelerate the modernization of national management system and management ability, promoting development of grassroots democracy. Because of diversification of material and cultural needs from residents, plenty of social service and governance overburden communal work, compressing the social space of residential autonomy. As responses for above question, gridding governance becomes the way to reinforce and to innovate social management, praised highly during many cities. To promote democratic election and supervision, communal governance and service, residential participation, communal integrate and social organism, the pattern bring about inharmonious between communal gridding governance and communal autonomy, mismatching between comprehensive service and communal ability, asymmetry between sense and action of residential participation, unreasonable between communal self-governance, deficiency between teamwork and operation, out-of-step between communal transformation and legal safeguard, forming the situation of powerful administration but weak autonomy.Innovation of mechanism is the key to communal construction. The maximum obstacle is to enhance residential autonomy by gridding governance to reconcile social management and residential self-governance. Combining successful experience of pilot cities and Yichang in communal governance, to build and to perfect the composite governance mechanism between urban gridding management and residential autonomy by improving the rule of social governance, adjusting organizational structure of gridding management, strengthening social base and resource channel of composite and intensifying legislation system of social management.
