Research On Improving Responsibility System Of The Civil Servants Of Customs

Being the supervision and management organ of the country on imports and exports across the border, the customs takes responsibility for the security and stability of the national economy and politics. Therefore, the construction of the responsibility system of the civil servants of customs is directly related to the ability for effective supervision and efficient operation of customs. At present, in the form of laws and regulations, the responsibility systems are designed, including responsibility system for enforcement of administrative laws and responsibility system for improving the Party’s work style and building clean government. The responsibility systems, together with the working mechanisms such as the customs administrative enforcement of law, the discipline inspection and the cadres and personnel management, constitute the responsibility system of the civil servants of customs. However, there still exist a lot of problems in the responsibility system of the civil servants of customs. Therefore, improving the responsibility system of the civil servants of customs becomes the inevitable way to build the responsible customs.The research on responsibility system of the civil servants of customs involves multiple disciplines of public administration, administrative law and human resource management, and herein this thesis focuses on mining, analysis and resolution of specific issues. The research of this thesis is on the basis of reading a lot of literature about responsible government, responsibility system of government and administrative accountability, grasping the abundant original material through field work, and is mainly qualitative research. Concerning the building of responsibility system of the civil servants of customs, it is demonstrated in this thesis that all the systems and mechanisms involving responsibility of the civil servants of customs should be treated as a complete system, which includes personnel system, law-enforcing supervision system and assessment and incentive mechanism. Furthermore, the related issues about development and constraint of responsibility system are discussed. Finally, this thesis propose appropriate countermeasures of improving responsibility system of the civil servants of customs from aspects of responsibility setting, exercise, assessment and accountability, which include building classification system of the civil servants of customs, flattening organization, improving supervision and restraint of power, and building responsibility oriented assessment and evaluation system of customs law-enforcing. It has certain applied value to the transformation of the functions and the building of responsible customs.
