With the advent of the era of knowledge economy,the development of technology is changing with each passing day,and the social development is changing rapidly.People begin to realize the importance of knowledge.Whether in the national institutions,or in the enterprise,human resources determine the knowledge and ability of an organization.The production activities of the organization mainly depend on the situation of the organization's human resources,which can be said to be directly related to the important resources of the organization's development.In 2018,the total value of China's foreign trade imports and exports was 30.51 trillion yuan,an increase of 9.7 percent over the same period last year,including 16.42 trillion yuan in exports,an increase of 7.1 percent,14.09 trillion yuan in imports and 12.9 percent in trade.The easy surplus was 2.33 trillion yuan,narrowing by 18.3 percent.In recent years,the volume of import and export trade in China has shown a rapid upward trend.Customs,as the government organ exercising import and export supervision power,has a heavy task.In order to improve the administrative efficiency,the customs must perfect and optimize the incentive mechanism of civil servants,so as to establish a high-quality and efficient civil service team.A Customs is located in the coastal city.It has been set up in 1899.It has been developed to over a hundred years.It is responsible for the various customs duties of the eight cities in Shandong,and has a certain representativeness.In this paper,the paper mainly studies the problem and countermeasure of the A-customs civil servant's incentive mechanism.First,this paper introduces the background and significance of the research on the incentive mechanism of the A-customs civil service.By reading and sorting the relevant literature at home and abroad,some reference value is provided for the following research.Secondly,the main concept of this thesis is defined,including the concept of incentive and incentive mechanism.The related theories involved in this study are described.Then,according to the interview,This paper summarizes the basic situation of the incentive mechanism such as the current compensation system,promotion system and assessment mechanism of Customs A.Through the combination of questionnaire method and interview law,the author deeply understands the opinion and internal demand of A customs civil servants on the current incentive mechanism.This paper analyzes the problems of the incentive mechanism of A customs civil servants from four aspects of material incentive,spiritual incentive,development incentive and management incentive,and summarizes the reasons of the incentive mechanism of A customs civil servant from the two aspects of system and theory.Finally,it is suggested to improve the incentive mechanism of A customs civil servants.Define the basic principles and general ideas of the incentive mechanism.Come up with concrete improvement measures.From three aspects of organization,finance and communication,this paper puts forward the safeguard measures for the effective implementation of incentive mechanism.
