Research On The Government’s Role In Urban Governance

Because of the rapid advance of urbanization and the drastic competition of marketization in full swing and area, the emerging urban problems and citizens’demand of public goods,the market organizations and citizens’demand to express their inerests and their needs of public participation, urban governance becomes generally accepted.Urban governance as a new mode of urban management is a kind of widely accepted and approved, in the present situation of the urban development in China, between the practice of urban governance status and the theory of "multiple governance" there is a big gap. The basis of urban governance is not enough mature, in order to achieve the ideal mode of urban governance quickly and effectively, we must choose the most suitable way for China’s national conditions. Aiming at this problem, this paper proposes to reshape the city government’s role in urban governance, through the resources and advantages government obtain as the city manager,makes use of system arrangement and service to guide the city’s economy organizations, social organizations, community governance, civil main body participate in the urban governance, to achieve the ideal effect of urban governance. From traditional urban management mode to the modern transformation of urban governance model, this paper pays attention to emphasize the city government’s role, aims to shape the city government’s responsibility construct. This paper fully considering the uniqueness of China’s urban governance development at this stage, takes use of the theory of multidimensional visual Angle to build the city government’s responsibility construct which adapt to the current situation of the development as urban governance service provider, the main body trainers, social partners, emotional exporter, leading role, fully explains the guiding functions which city government should play in the urban governance.The article’s main content is divided into four parts, the first part describes the current situation, use this part as the starting point of the paper. The fourth part is the core of this article, this part explains the role from multiple perspectives, and according the role to reposite the city government’s functions in urban governance.This article fully expounds the path via shifting the government’s role to transform the government’s function, and then promotes the development of the urban governance.
