As network technology in China with formidable pace, the Internet is its large capacity, multimedia, high-speed, Macross, and interactive features to construct the majority of our social activities space, it has been an incredible speed in-depth to all areas of our social life, subtly changing the way we live. Citizens access to the latest political information through the network, tracking the development of political events, and to express their political views with friends around the country for political communication. Network with its unique openness and equality to improve the people’s political participation, has gradually become an important expression of civil and political right, the right to political participation, the right to political expression and the right of political supervision. However, things are with two sides, political participation by citizens with equality of the characteristics of another layer of meaning is that it is a grass roots, from the bottom of the social media, anyone can for a political event, a policy to express their opinions and suggestions. But not all the comments and suggestions are positive, rational and effective, because freedom, interaction and diversity of network information dissemination, coupled with China is in a special period of social transformation, various interests intertwined, forming interests factors that increase conflict and social conflicts, if not grasp this opportunity to strengthen the network to actively guide the political participation of citizens, is bound to affect the stability of public administration and government of society. In this paper, based on the reality of Chinese citizens in political participation, from China’s actual conditions, by analyzing the network environment, the characteristics of citizens’political participation, the status quo, the positive impact and negative impact on political participation and social stability in detail the relationship between, appeared for the political participation of citizens increasingly serious disorder, irrational participation, propose appropriate policy guidance and recommendations for the orderly political participation of our network, standardization and legalization development to make some personal humble opinion.
