As an important access to personnel system reform in our country, open selection, not simplified and closed, based on picking the right person from the right job, has changed the selection pattern from discovering talents to making talents compete openly. After years of exploration and practice, open selection has been an effective method and a new way to selecting cadres, especially younger and excellent ones. However, there still remain some problems in practical process. According to the spirit of the18th CPC National Congress about personnel system reform, it is time to find the problems and give full play to its advantages.Through the method of case analysis and taking cadres open selection in Xintai City (Shandong Province) for example, this thesis studies the success which open selection has gained in many aspects and also discusses the problems existing now. Meanwhile, it explores and sums up the selection mode, selection procedure, and evaluation methods, especially in China’s township-level cadres open selection. At last, it presents the main problems and proposes the improvement direction and measures.
