The Process Of Urbanization In The Interests Of Our Government Management Functions

Urbanization application strategy and progress is an important decision of centralgovernment to balance the urban and rural development. New-type urbanizationdevelopment is different from the former one which emphasizes the “field”, itsemphasis is on the “human-being”, and fully guarantees the whole peasant’s interest. Asthe fundamental function of the government, the government interest managementfunction is the key in the urbanization development.This paper uses literature analysis, comparative analysis and case analysisapproach. It explains the meaning of urbanization and government functions firstly,especially termed the new-formed urbanization and government interests’ managementfunction. After that, it analyzes the relationship between urbanization and governmentinterests management functions, in order to prove the function plays an important rolein the progress. Then it shows the barriers of new-type urbanization by introducing thepresent developing progress. There are some social problems, such as officialbankrupting, improper settlement and guarantee of land-lost peasants, due to themismanagement of the government. In contrast, it introduces3developed countriesurbanization molds, and concludes the experiences from them. At last, the paper suggestthat the government should function well on the management by using administration,economical and legal methods, setting up laws and rules, breaking up the inherentinterests groups, coordinating the interests distribution and perfecting the control andguarantee measures, in order to make effective and smooth urbanization development.
