Cadres in the higher institute of learning are the mainstay in the development of the institute, the most important part of the whole cadres' group, and the backbone of the education, scientific research even management. The overall quality, spiritual outlook and work efficiency of these cadres will directly affect the education level of higher institute of learning and the quality of talents. What's more, it will also decide the comprehensive strength of the institutes.Therefore, to form a scientific standard system is effective to evaluate these cadres, good for enhancing their comprehensive quality and work efficiency, favorable for activating personnel mechanism. Meanwhile, it also can rational allocate the cadres' resources in the higher institute of learning, which is benefit for introducing the competition mechanism, optimizing the ranks of cadres, raising management level, and this is not only significant for these institutes meeting more challenges after entering the new period but also important for founding the first class institute.At present the performance assessment of these cadres in our country is mainly using qualitative and quantitative method, but emphasis on qualitative. Value the assessment of cadres' political quality and the examination in the practice, stressing the public participation, and paying attention to the qualitative method, the openness and the continuous innovation have formed an almost perfect work assessment system, which has already got some achievements. However, it also has some short-comings as a whole, such as there's only the first level standard in the assessment; the specialized standard has not been into use; and the content of the assessment is general and lack of scientific instruction. There are many other defects ,too. For example the in short of public participation which is lack of broad popular base, the data acquisition and checking which is lack of objection, the high elastic in the practice which is lack of accuracy, etc.This paper is based on the five aspects (morality, quality, industry, efficiency, honesty) of the competent feature of the cadres, which starts with the quality demand of the cadres and the particularity of the assessment standard, and according to the Interim Provisions on the Assessment of Cadres in the Higher Institute of Learning, The Cadres-Selecting-and-Appointing Work Ordinance, and any other related statutes. It is also though the method of interviews, questionnaires and Delphi to form a scientific and practical assessment of the secondary standard system, which will try to build the high institutes of learning's cadres assessment model with the help of Fuzzy Mathematics method, and base on the built system to settle the problem of how to change the subjective opinions into the audio-visual data with the purpose of realizing the quantitative assessment of cadres. The processes are: first, through the Internet to collect data and using Delphi method to decide the items of the assessment standard. Second, from morality, quality, industry, efficiency and honesty these five aspects to form the first level standard, and using Delphi method to make sure their factors. Third, using the method of questionnaire to select secondary standard from the items in order to make the idea of using the secondary level standard to assess the cadres come true. Finally, this paper still put forward some countermeasure suggestions on how to use this secondary level standard efficiently, with the aim of mobilizing initiative, activity and creativity of these cadres in the higher institutes of learning, improving the management level, optimizing the building of cadres' rank and enhancing the institutes' comprehensive strength on education...
