Research On Performance Evaluation Of Basic Research In University Based On DEA

Basic research is the source power of scientific and technological innovation andthe inner power that propels the progress of human civilization. By the developementof basic research in China,The government department, research management and thepublic have paid more attention to the performance evaluation. University is the prin-cipal department of basic research in China. The basic research performance level ofthe university is linked closely with the development of basic research. By the in-creasing of the basic reserch input, the university takes on more and more basicreserch projects.We have improved the reserch level and output,But still remained theproblem with performance evaluation. From the point of view of university basic re-seach management, this paper has tried to establish the performance evaluation sys-tem which adapted to the Chinese context, and then to improve the university basicreseach level in the future.First, this paper has described the purpose and significance of this study.Second,based on the analysis of the research status at home and abroad, it has put forwardsproposed routes and methods. It has focused on analysis of the current status of uni-versity basic research and how to evaluate the basic reserch. And then, under theguidance of the scientific, integrity, independence and operability principles, it hasused the literature review and the Delphi method to establish an index system toevaluate university basic research. At last, DEA methods have been used from per-spectives of projects, teams and individuals to evaluate basic research. Besides,therelative data of a University in Tianjin has been used to conduct empirical analysis.This paper has discussed the influences on basic reseach performance andoffer suggestion to the policy. Look into the future research, it will give thegovernment and university some theoretical and practical reference.
