A meeting was convened on raising higher education quality comprehensively On March23,2012. The Ministry of Education and the Ministry of Finance jointly issued Opinions onimplementing the Plan that Enhancement of University Innovation Capacity. That is to say,"2011Program" would be implemented. Higher education is the first productivity of scienceand technology innovation. The postgraduate students are the most main power of innovationgroups in Higher Education institutions (HEI). Post-graduates’ innovation capability has beenconcerned by the country, the society and HEI etc, which has been cultivated and strengthenedthrough many measures. However, postgraduates’ innovation capability is still poor which isstill affecting the overall graduate education quality and the cultivation of innovative talentslargely in china.In fact, the cultivation and development of innovation capability of graduate students is notonly the task of the country and the society, as well as the HEI, but also the core ofself-development of postgraduate. Research proves that main body is the key to the acceptanceand development. All external forces only act in the condition that oneself gives some response.Therefore, the core of the development of innovative capability is only postgraduates.The connotation of graduate students’ innovation capability includes knowledge accumulation,innovation needs, the innovative cogitation and innovative practice. And these elements wouldbe influenced by the subject and object factors (such as tutor, environment). Even the studentsgenerally accept that the body are the key to affect the innovation capability development. Butthe students’ initiative is not strong which is not conducive to innovation capabilitydevelopment has largely affected students’ learning.The study suggests that innovation capability not only the support from external environmentand conditions, but also proactive participation of the body. Specifically, the subject should beinvolved in every aspect of innovation capability, and balance the relationship between subjectand object positively. Continue to rebuild self-relationship with the environment and withsuitable internal reaction system. The accumulation of knowledge is the premise. Allowstudents forming a good accumulation of knowledge through intensive courses "stimulus".Promoting students’ innovative demand generation by creating a good atmosphere "stimulus".And develop innovative capacity in the process of innovation practice under the guidance ofinstructors and coaching. In short, the development of innovative capacity is a systematic process, the most important isthat self can recognize that the body for the importance of capacity-building and take fulladvantage of the object environment for their own capacity development.
