Volleyball was created from a game in1895by William G. Morgan, it has witnessed unprecedented growth over the last decade. Volleyball is now one of the big five international sports, and the FIVB, with its220affiliated national federations, is the largest international sporting federation in the world. Volleyball has witnessed unprecedented growth over the last decade. The level of participation at all levels internationally continues to grow exponentially. The middle school volleyball is an important base of this sport. However, volleyball is in a stagnant dilemma. In a other hand, the middle school students’ physical and mental health, creativity, teamwork and self-control abilities etc. There is a link between volleyball and students’ overall health. Therefore, the education reformation is an urgent issue. It’s a fundamental move to change and fix the problems of Chinese Education. The right concept of Chinese education should let students mix into groups, and fight for the groups, and it should be a communist education concept. The fundamental objective of this study the culture of high school volleyball is based on this. This study is to answer to the question that what is the nature of Chinese education, to analyze the significance and development strategies of high school volleyball cultural, to bring out new thoughts and methods.This paper includes five parts. Part One is to discuss the meanings, functions and values of the volleyball cultural, which is the base of this paper. Part Two is to discuss the high school volleyball cultural development, updated studies and differences in mainland China and overseas. Part Three is to discuss the combination of high school volleyball culture and its structure, method and the environmental and material aspect of content. Part Four is to present suggestions and advices about route and countermeasures of the school campus volleyball construction with a view from cultural and sports values. Part Five is to discuss about what kind of person the education system should bring out, to identify the problems of current cultivation ideas and school characteristics construction, to figure out the non-optimum competition of schools, to define the basic concept of purpose, methods, and meanings of the Chinese education reformations. Moreover, to indentify the key problems we should think about from the view of universal, human being, life, culture and scientific development.
