The farmer as the subject of the action, the medical behavior of the subjective meaning and as the national policy design purpose is not fully coordinated unification. Policy is often given to farmer whole medical demand and local economic conditions, focused on the overall intentions to achieve, and the farmer as the actions of individual, the logic of action and meaning of action by all kinds of comprehensive factors. Cultural, psychological, social factors for rural residents have important influence on medical behavior. New rural "rural" and the rural medical service system for the farmers’ medical behavior influence significance and guiding role in optimization, but from another point of view the farmer’s medical treatment action of rural medical service system development and improvement has positive and negative effects. This paper constructs the model of farmers’ health seeking behavior by applying social action theory and analysis model. We take the farmers over18within Jiangsu province as the total population, and concern about not only the factors that affect whether farmers choose to have healthcare within the medical system, but also about the major factors that affects their health seeking behavior within the medical system, which may include the means, norms and hinder conditions, etc. On the meanwhile, we create a theoretical model to explore the internal logic and mechanism of farmers’ health seeking behavior. This article aims to quantize the "means" and "conditions" of farmers’ health seeking behavior, build the model of rural residents’health seeking behavior and study how farmers take actions to achieve the purpose of their own medical treatment by applying "means" and "conditions" under socio-economic conditions by relying on its own properties. This paper use data analysis of rural residents’time of seeing a doctor, visiting probability, the choice of location and medicines. By using logit model, we draw the following conclusions: Firstly, the actors own property of rural residents have influence on their health seeking behavior:gender affects the time of seeing a doctor of rural residents significantly, women are more inclined to the pharmacy to buy medicine while male rural residents will go to see a doctor only when they cannot bear the pain, so the probability of male that dragged not to see a doctor is higher than female. Chronic disease experience affects the time of medical treatment, rural residents with chronic diseases are more likely to the pharmacy to buy medicine at once, rural residents who experienced chronic disease tend to see a doctor immediately and they are more likely to choose to go to formal medical institutions, while resident without chronic diseases are more inclined to go to private clinics. Rural residents aged below35tend to go to private clinics for medical treatmen. Rural residents with a higher educational level are more inclined to go to county level or above hospitals. Self-health assessment has great influence on the time of medical treatment for rural residents, rural residents who have poor self-assessment will see a doctor when they feel very painful and there is a higher probability for them to choose a county level or above hospitals to treat their disease.Secondly, the objective conditions faced by rural residents will influence their health seeking behavior in the following ways:The distance of medical institutions has hinder influence on seeing a doctor. Farmers with household income less than20,000yuan will choose to see a doctor only when they cannot bear the pain and they inclined to go to village clinic. Rural residents in the northern part are more likely to go to the pharmacy after they are sick while resident in the middle part do not tend to go to the pharmacy when they get sick. Rural residents in the southern tend to choose county level or above hospitals when they have to stay in the hospital. Rural residents with a larger household population prefer county level or above hospitals.Thirdly, the means of medical treatment that rural residents can use have influence on their health seeking behavior:To find a friend in medical institutions influence the time of seeing a doctor. Rural residents who hadn’t gotten help from their acquaintance tend to go to village clinic. Rural residents who had gotten help from their acquaintance are more inclined to choose county level or above hospitals and they are more likely to take the initiative to find a doctor. Rural residents did not participate in the New Rural Cooperative Medical System prefer to see the doctor immediately, and they are more likely to go to county level hospitals for medical treatment. Study of rural residents’ choice, is actually in the personal attributes, objective conditions, they can use the means and resources integrated, considered "the most consumption" and the benefit maximization, normative factors for rural residents’ medical behavior has important sense, system and normative interactions form the rural residents current situation. Improve the health care system, not only improve the system "new", also to improve basic medical facilities and health service conditions.
