With the development of economy and society, the country puts forward to develop higher vocational education, and cultivate more skilled talents for the society. China's higher education school started late and lack experience. Especially, the performance evaluation of teachers is not perfect. Due to the lack of corresponding theoretical support, there are many problems in the performance evaluation system of higher vocational colleges, and the effect is relatively poor in the actual application process. In order to better promote the development of higher vocational colleges, the improvement of teacher performance appraisal system must be established.This paper first describes the background and significance of the study, as well as the domestic and foreign research on the performance evaluation system of higher vocational colleges, and introduces the research methods and content of this paper. Then, the related theories are expounded, and in view of the present situation and problems of the performance evaluation of teachers in Career Academy, this paper makes a deep research on the Z. According to a series of problems of Z College, the 360 degree performance appraisal method, key performance index method(KPI), questionnaire survey method and Delphi method are used to optimize the design of teacher performance appraisal system. Finally, this paper presents the security measures for the Z college teacher performance appraisal system.The research on teacher performance evaluation system of Z vocational colleges started late, and did not form a set of scientific and effective evaluation system. In view of the existing problems, this paper uses the basic theory of performance management to optimize the design of teacher performance appraisal system of Z College. Z vocational college's annual assessment is still using the "moral, performance, diligence, ability" to assess, and these assessment indicators are too single. In this paper, the 360 degree performance evaluation method is used to re-determine the main body of evaluation for teachers. With the key performance indicators(KPI) as the guide, a questionnaire survey was used to re-design the assessment indicators. At the same time, Delphi method is used to design the evaluation index weights. Finally, this paper studies the development of the three aspects of the protection measures, improving the staff's attention to the performance appraisal, training of performance appraisal,establishing specialized agency for teacher performance appraisal.
