Under the guidance of the basic education curriculum reform and newcurriculum ideas, teacher professionalization is World Teachers educationaldevelopment trend and fashion. Training educational research teachers who haveextensive the basics, a better ability to structure, keen powers of observation,discover issues and use scientific methods to teaching and research is the direction ofthe teacher education reform in China. As an important base for training pre-serviceteachers, higher Normal Schools should pay attention to the cultivation of TeachersTeaching research capacity, recognize the necessity and importance of the emphasison teacher professional teaching and research capacity effectively; explore effectiveways and means to strengthen teacher professional teaching and research ability. Tomaintain the implementation of these measures effectively by the protectionmechanism, we will form a set of curriculum system which to foster teaching andresearch capacity of teacher professional. The purpose is to form teachers Collegecampus culture, to train a large number of better education research primary andsecondary school teachers, to meet the needs of the teaching practice in the basiceducation curriculum reform.The capacity of education teaching and research is prerequisite for improvingthe level of teaching, the quality of teaching and the professional development ofteachers. It is also one of the important qualities of qualified primary and secondaryteachers.It is also an important part which constitute teachers professional quality.According to the teacher professionalization theory of teacher education andPre-post-integration theory, this article begins with the education research capacityTeacher Training Students should have. It concluded that teacher professional shouldobtain and improve education teaching and research in the university. It analysisexisting problems in the process of training Teachers Teaching research capacity inthe normal colleges. By comparing the situation of teaching and research abilityabroad, it puts forward the specific objectives of teaching research capacity NormalSchool Students should achieved. Concludes with recommendations on the training of teachers in the21st century teaching and research capacity:The optimizedcurriculum and offer educational courses and provide a good platform for thedevelopment of the teaching and research capacity of the Teacher Training Students;reform of teaching methods, enrich teaching and research content, the combinationof teaching and research organic, the establishment of the subject teaching mode;the system can be improved to encourage students to participate in teaching andresearch; strengthen the practice and training, to optimize the practice of teachingand research, dissertation writing and thesis writing full attention to improve theacademic achievements and the quality of the thesis; strengthen the co-operation ofinstructors, students, instructors and administration, improve the degree ofdevelopment of the teaching and research capabilities of students of normal.
