The term of preschool education in our country has been recognized the valueunceasingly since20century, for the development of children is important foreconomic and social development. In recent years, rural pre-school education becomesto be the focus of attention. Ministry of Education and Hunan Provincial EducationDepartment repeatedly made the development goals clear, and proposed to deepen theeducation reform in order to promote the development of rural pre-school. HunanProvince is a big agricultural province which the rural area is vast and the regionaldevelopment is not balanced, and its preschool education has been the failed to getenough attention for a long time. From the development course on look, the total ruralpreschool education level developed dramatically, though its reform process twistedand turned and the backward economy resulted development with all kinds ofinsufficient. Therefore, advancing the development of Hunan Province by the study ofrural pre-school education model innovation, rural pre-school education, has both thetheoretical and practical meaning.By the basic theory of education and economics, the paper uses a variety ofanalytical methods which contain theoretical analysis, survey, etc. to explore the schoolsystem of pre-school education in rural areas of Hunan Province. First, the paperdescribes the concept of rural pre-school education and other relevant theories; Thencompares and analyzes the basic pattern of domestic and international pre-schooleducation; Then inspected the defects of the existing models by analyzing the existingmodels of Hunan rural pre-school education; And then puts forward innovativeproposals for Hunan Province pre-school system in rural areas; Finally makes that thebasic conclusions and the policy recommendations to develop the rural pre-schooleducation mode in Hunan Province.The main conclusions drawn in this paper are:(1) Compares the domestic and theforeign rural school mode, and sums up the development of Hunan rural areas forpreschool education school experience and revelation;(2) At present, Hunan Provincein rural areas, the situation of pre-school education is backward, and the school systemthere are has the problems of which diversified participation in the school mainmechanism is not perfect, school funding gaps, defects about the kindergarten teachers;(3) According to Hunan Provincial Education resource distribution inequality and economic development of regional imbalance, and against the defects of existingmodels of rural pre-school education in Hunan Province, this article draws on theschool system at home and abroad, and make the Pre-primary school system of theHunan Province in rural areas innovation.The main innovation is reflected in: by depth and systematic analyzing thedomestic and foreign models of preschool education, combining the status ofpre-school development of rural areas of Hunan Province, and considering theeconomic and social development conditions in rural areas, the paper makes the HunanProvince three regions. And Ⅰ region contains Changsha, Zhuzhou and Xiangtan, IIregion contains many cities in the middle and north in Hunan Province, and III regioncontains the west and south area in Hunan Province which is not wealth at all. Forthese three areas, the paper puts forward a new model to different rural schoo system:State and Private Mode, Level Management Mode and Tripartite Co-operation Mode.
