After the Ministry of Education issued and put into trial use of the New PhysicalEducation Curriculum in2004, the reform of sports curriculum in school break the existedresearch field; from a single-mode of national curriculum to national, local and school-levelcurriculum management model. Due to the multi-sources of the P.E. curriculum, it hassignificant territoriality and national features. Based on this background, traditional P.E.curriculum becomes an important research topic in primary and secondary school-basedcurriculum in curriculum reform of basic education, this study has important theoretical andpractical value.In this paper, research and survey was made on sports’ needs of a national high school-Hainan Guoxing secondary school. It fully used the school’s sports resources as well as theschool-running characteristics of P.E. school-based curriculum to analyse, taking sandalsracing school-based curriculum as object of study. Guoxing secondary school in Hainan is anational key high school, the paper takes sandals racing school-based curriculum as object ofstudy, using school-based curriculum as theoretical guidance, conducting research on issues ofdeveloping school-based curriculum to solve problems in P.E. teaching.This paper used document literature, field trip, questionnaires, interviews with experts,logical analysis, mathematical statistics methods to study, using document literature ofschool-based curriculum home and abroad, national and traditional P.E. and document ofcurrent sandal racing as theoretical guidance, and then conducts experimental studies onGuoxing secondary school’s sandal racing courses as the school-based curriculum, finallyargues that the sandal racing in school, not only can make students to accept the unique charmof the national traditional culture and traditional ethnic sports, but also is conducive tostudents’ physical health and cultivate students’ consciousness of lifetime sports, it protectsand inherits traditional national sports as well.This paper uses document literature to conduct case analysis on sandal racing as a sportsand health school-based curriculum. This case analysis fully reflects the basic idea of the newround of P.E. curriculum reform, highlighting local characteristics, and the local plays androle to enhance the school-based curriculum, showing scientificalness and normalization of school-based curriculum development, and provides a theoretical and practical basis forschool-based curriculum in primary and secondary schools in China. The main problems inthe development of school-based curriculum are weaker awareness of curriculum andcurriculum development capabilities. lack of technical guidance of P.E. curriculum expert,blind interest and characteristics, lack of scientificalness and normalization, weak andhaphazard evaluation, and lack policy support of school-based curriculum development.
