Thus contributing to conflict mediation, humanistic care, psychological counseling, behavior treatment, relationship adjustment and so on. Through the use of the professional approach to form a concerted effort to properly dispose of the petition groups, to maintain social harmony and stability. Because the fundamental goal of social work practice is to help individuals, families, groups, organizations and communities to the social function of adaptation and promote social equity, justice. Thus the petition work emphasizes the conflict mediation, problem solving, risk early warning function is similar to social work practice. However, at present, The petition system has always stressed that the cooperation between government departments,and less attention to the effectiveness of the social forces in participation and cooperation. In this paper, through the study of the social work theory and petition work, putting social work theory effective campaign into the reception of petition groups, and proposed an building of an effective mechanism.
