The Social Work Intervention Study On The Abnormal Petition Work Of Women

With the prominent social contradictions,the petition work is difficult to solve the complex problems due to its limitations,especially the increasingly prominent women's abnormal petition problems.Although the government has invested a lot of resources,it has not achieved good results so other solutions are urgently needed.Therefore,the party and the state attach great importance to social work for its function of solving social problems and alleviating social contradictions.This paper takes five cases of women's abnormal petition as examples,deeply explores the social gender characteristics,causes and needs of female petitioners by using the methods of literature research,observation and case study,based on the gender perspective.Combined with the practical process of social work involving women's abnormal petition work,this paper reflects on the effectiveness and shortcomings of service so that puts forward countermeasures.The findings are as follows:firstly,although female abnormal petitioners have the same characteristics as male abnormal petitioners,such as applying pressure on the government by making a petition at higher department,being emotionality and not to petition at a designated place,they show gender differences in behavior,image,confrontation,mood,emotion,character and will.Secondly,the formation of gender characteristics is a process of social construction,which is affected by traditional gender concepts,gender stereotypes,female subject consciousness,gender roles,resources,and the interaction between the sexes.Thirdly,female abnormal petitioners have multiple needs,including being respected and accepted,self-value identification,resources support,mood catharsis and management,and emotional comfort.Fourthly,in the practical analysis,social work involved in women's abnormal petitioners can achieve certain results,which is helpful to solve the problem of women's abnormal petition,but it also faces with gender sensitive consciousness weak lead to insufficient support,the traditional gender concept in hardly creating an equal environment,increaseing practical difficulties by the lack of guidance for social work intervention,integrated community resources have not been fully and effectively used.On this basis,this paper puts forward countermeasures to improve the effectiveness of social work in women's petition work.First,strengthen gender awareness and promote gender mainstreaming by conducting gender awareness training,advocating policy implementation and for gender awareness in policy formulation.Secondly,through the organization of women's employment workshops and the comprehensive use of a variety of publicity channels,to enhance the awareness of gender equality and improve the traditional gender concept.Then,improve the service mechanism for social work involving women's abnormal petition work by establishing guidelines for gender social work services and a multi-party communication and coordination mechanism.Finally,in order to ensure the full and effective utilization of resources,a platform for women's petition assistance was established and a map of community resources was drawn.
