Due to the tremendous changes in the economic society and the impact of transition,various social conflicts have become more acute and prominent in recent years.As a result,a large number of group petitions have occurred.If we can not properly handle the incidents of group petitions,it will have a direct impact on the social stability and economic and social development.Therefore,the party and the government have always paid close attention to the incidents of group petitions.All parties need to have a full understanding of the issues of group petitions and philosophies in the theoretical and practical aspects.They should formulate active and effective preventive measures.The issue of group letters and visits is of great significance.This article takes the case of group visits caused by the restructuring of Z institutions as an example,and deeply discusses the intervention modes of social work in the group petitions.This paper uses social work as a starting point,selects issues and contradictions caused by reforms,research on institutional restructuring,research on social work interventions,research on the pension insurance system of institutions,and other related documents.The main purpose is to adopt the Institutions reformed the retired group to conduct a comprehensive discussion,conducted a comprehensive overview of the status of retired petition groups in this city's reform enterprises,conducted research on their existing needs and problems,and conducted analysis on the city's petition group access mechanism.The deficiencies and advantages of the mechanism are clarified.Social work is taken as the starting point,and the related suggestions and countermeasures are addressed for group petitions.Through the study,the author concludes that the characteristics reflected by the group retired employees' group visits at the current stage include the following:high degree of organization of letters and visits,petitioners' actions and appeals tend to be legal and reasonable,and the sentimental materials are highly sensitive.Repeated petitions and faced greater difficulties in handling.In-depth exploration of the issue of social work involving petition groups,the purpose of which is to incorporate third parties and give full play to the role of social forces,so as to better conduct psychological counseling,conflict resolution,relationship adjustment,humane care,behavioral correction and other effective We will adopt professional measures to build a joint force to properly and uniformly handle complaints from petition groups and build a stable and harmonious society.The core content of social work is to promote social justice,fairness,and help individuals and groups to adapt their social functions organically,similar to the functions of petition work such as solving problems,mediating conflicts,and warning risks.The petition work system implemented at this stage has always focused on the cooperation between government departments,and it lacks attention to the effectiveness of the collaboration of social forces.For the specific problems arising from the restructuring of retirees and employees in the public sector under the specific historical conditions,it is necessary not only to give history enough attention,but also to integrate with the actual situation.This article is based on an in-depth study of the organic relationship between the petition work and the social work theory,which enables the social work theory to be fully applied in the petition group visits,adheres to regional linkages,simultaneous solutions,comprehensive application of the ethos method,and interventions.Specific methods,concrete measures taken and countermeasures,and effective mechanisms for construction were elaborated to make the petition groups more practical.
