Research On The Problems Of China’s School Bus Safety In The Perspective Of Good Governance

Since2001, In order to concentrate superior educational resources, and continuously improve the quality of the education, the government began to devote great effort to promote education resource integration. Then, the layout of the national primary and secondary schools appear a large adjustment, especially in rural areas, this phenomenon is more obvious. However, school bus accidents continue to occur, causing heavy casualties and property losses, aroused great concern from the government and the whole society, affects the hearts of thousands of people."Good governance" as the western public administration theory of the latest, play an important role in the process of political reform in the west "Good governance" is also helpful for our government governance reform. This paper uses the theory of good governance to study the school bus safety problems by select representative "S" County as a school bus safety research object. The case, to some extent, reflects the current situation and the problems of the school bus safety in our country. By study the various problems in the case collected, in this paper, using the good governance theory, analyses deeply our country’s school bus safety problems.Based on this, this paper proposes to solve the problem of school bus safety should be taken:the construction of fair government, to promote social harmony; Building a responsible government, to improve the efficiency of government in performing their capacity-building government to raise the government’s execution; Building cooperation government, encourage social forces to participate in; Build a service government, to enhance the ability and level of government to provide public goods and services; To strengthen traffic safety publicity and education, to create a good knowledgeable about the law, law-abiding environment measures.
