Educational equity as an important part of the democratization of education has caused extensiveconcern from all sectors of the community and the realization of educational equity is not only the Chineseeducation reform and development to the tireless pursuit of the goal, and also is the construction ofsocialism with Chinese characteristics and the basic requirement of building a harmonious society. Thefairness of higher education includes starting equity, process equity and result equity. In recent years, withthe popularization of higher education development, the problem of opportunities for higher education hasbecome a hot issue of the society. The author of this article has taken provincial differences in high-leveluniversity entrance opportunity as a research object and collected relevant data, summarized the status andlaws of high level university enrollment imbalance between inter-provincial differences with the methodsof empirical. At the same time, the author has found the comparison between the other provincial andHenan province candidates with other provincial comparative perspective for case analysis and solved thecurrent the high level university admission provincial distribution imbalance solution in order to study tofill bricks at a higher education fair.This paper is divided into four parts.The first part has mainly introduced the background and significance of the topic, the researchstatus at home and abroad, this research method and outlined article basic starting point and the generalidea macroscopically.The second part has mainly analyzed the current status quo of provincial high-level universityentrance opportunities with the comparative of data analysis, and specifically displayed and analyzed the current high-level university layout allocation between different provincial and admissions indexdistribution status quo in tabular and graphic images.The third part is about Henan Province’s entrance opportunities for high-level universityadmission situation of the college entrance examination in Henan Province. The author has discussed theliterature and Comparative Law, Henan Province, the enrollment opportunities the status quo of the collegeentrance examination candidates, enrollment opportunities between the situation with other provincialcomparative analysis, and then reached the purpose of this research.The fourth part makes provincial differences of high-level university enrollment opportunities inthe status quo as a starting point, analyses the reasons for the differences of provincial high-levelopportunities for university entrance deeply, proceeds from reality, and puts forward to their own view andcountermeasures.Enrollment opportunities for high-level institutions inter-provincial differences is an importantpart of the theory of equal opportunities in education,it is even more related to the educational realities ofsociety and people’s livelihood which can not be ignored. To achieve enrollment opportunities for highlevel institutions provincial fair is imperative.
